The Building Up Manitoba Program (BUMP) provides Manitoba employers with access to up to $100,000 in funding to support workforce training and development. Through this program, organizations can invest in upskilling their teams with training that strengthens productivity, supports growth and addresses skills gaps.

What is BUMP

BUMP is a provincial funding initiative that supports small and medium-sized employers in strengthening their workforce.

It combines elements of previous funding programs (including the Canada-Manitoba Job Grant) into a single model and focuses on practical, outcomes-based training and workforce development.

Funding overview

The program is cost-shared between employers and the government and includes two streams:

Employee training

  • Up to $10,000 per employee
  • Supports skills development for current, laid-off, unemployed or underemployed workers

Human resources strategy development

  • Supports assessment of workforce needs and development of training or HR plans

Total funding

  • Up to $100,000 per business

Who can apply

Your organization may be eligible if you:

  • Are a Manitoba-based business
  • Have fewer than 500 employees
  • Have been operating for a period of time (typically at least one year)
  • Plan to train or retain employees as part of your workforce strategy

What funding can be used for

Funding may be used for:

  • In-house or third-party training
  • Upskilling or reskilling employees
  • Training for new or prospective employees
  • Workforce planning and HR strategy development

Training activities are expected to support outcomes such as:

  • Helping employees move into better roles
  • Increasing job security
  • Supporting employment for new or underemployed workers

How do we apply for the program?

Employers begin by submitting an intake form through the Government of Manitoba BUMP landing page. Eligible organizations may be invited to submit a full application.

Do we need to have a training plan before applying?

Having a clear training plan strengthens your application. That’s where we can help. Our team works with you to develop a customized training plan aligned with BUMP requirements.

Do employers need to contribute funding?

Yes. The program uses a cost-shared model between the employer and the government.

Who can participate in training?

Participants may include current employees or individuals who are unemployed, underemployed or recently laid off.

Is there a deadline to apply?

Application intake periods are set by the Government of Manitoba, and timelines can vary. We recommend applying early once intake opens.

Can training be customized to our organization?

Yes. Training can be tailored to meet specific business needs, depending on the provider and program design.
