Discipline Sanctions

The Residence Contract between Red River College Polytechnic and the Resident supersedes College Policy S2 – Student Discipline and S3 – Appeals. Accordingly, discipline imposed under this Residence Contract will be administered in accordance with the processes and appeal process outlined in this Residence Contract. Campus Living Staff are unable to discuss any discipline matters under investigation without written permission from all involved. This is a strict regulation due to FIPPA.

Any Sanction that is applied against an individual is applied for the purpose of changing behaviour and protecting the Residence community. Considerable care is taken to ensure that any Resident accused of an offence is treated in a fair and just manner. When an alleged violation of Residence Community Standards is brought to the attention of the Manager of Campus Living he or she is responsible for ensuring that an investigation is conducted.

The following Sanctions, and/or any actions deemed appropriate for the situation, can be applied (alone or in combination) in response to violations of Residence Community Standards.

Verbal Warning

Verbal warnings are issued by Security and/or the RAs to inform Residents what policy has been violated and what the consequences are should the behavior continue and/or be repeated.

Written Warning

Written warnings are issued by the Manager of Campus living in the form of a letter/email to the Resident. Written warnings are tracked and are used to indicate to Residents what policy has been violated and what the consequences will be if the behavior continues or is repeated.

Fines

Fines are issued in increments of $25.00 to a maximum of $1000.00 and placed on a Resident’s account by the Manager of Campus Living. The Resident will be notified of this Sanction by the Manager of Campus Living via letter or email and is expected to pay the issued Fine as stated.

Damage Fines and Collective Billing

Residents responsible for damages will be charged the cost of replacement or repair. All charges are placed on a Resident’s account by the Manager of Campus Living. The Resident will be notified of this Sanction by the Manager of Campus Living via letter or email. Groups of Residents may be billed collectively for damages that occur to the Common Areas if Campus Living is unable to identify the individuals responsible.

Loss of Guest Privileges

Residents who have Guests that violate Community Standards can be banned from having Guests in Residence. The Resident will be notified of this Sanction by the Manager of Campus Living via letter or email.

Community Service and Educational Sanctions

Residents may be referred other College partners and support services. These may include but are not limited to Counselling & Accessibility Services, Health Services, and International Education. The Resident will be notified of this Sanction by the Manager of Campus Living via letter or email.

Alcohol Probation

Residents placed on alcohol probation may not consume or possess alcohol on Residence property, or return to Residence intoxicated. Alcohol probation can be sanctioned for as short as one (1) week to a maximum length equal to the Resident’s Contract. The Resident will be notified of this Sanction by the Manager of Campus Living via letter or email.

Residence Probation

Residence probation is a Resident’s last chance to remain in the Residence community. Any subsequent violation may result in immediate eviction from Residence. The Resident will be notified of this Sanction by the Manager of Campus Living via letter or email.

Resident Eviction

A Resident may be evicted in the event that he/she significantly impedes on the rights of others to feel safe in and enjoy Residence or consistently fails to abide by Community Standards. Eviction can also occur as a result of a Resident failing to meet the Campus Living Eligibility Requirements (1.6) and/or failing to pay Residence Fees.

A Resident being evicted will be notified in writing, and given a minimum of 48 hours’ notice to vacate his/her Accommodation. However, an immediate eviction can be levied by the Manager of Campus Living in cases where there is a threat to safety, health, or where otherwise required by law.

Following the eviction Security Services and/or Campus Living will check the Accommodation to make sure that the Resident has moved out by the appointed time, that the Resident’s keys are collected, and that their suite access is cancelled.

A Resident whose occupancy is terminated by Campus Living will forfeit the Deposit and be held responsible for Fees for the full Residence Contract term and any applicable Additional Fees. If the Resident is a Student at RRC Polytech he/she will have a hold placed on his/her student account until all Fees are paid. If there an outstanding balance remaining at the end of the fiscal year, the account may be sent to a collections agency.

Ban

Any person who repeatedly violates Community Standards or has been involved in a major incident may be banned from Residence. Banned individuals are prohibited from entering onto Residence property. Individuals caught violating a Residence ban may be charged under The Petty Trespasses Act C.C.S.M. c. P150.

RRC Polytech campuses are located on the lands of Anishinaabe, Ininiwak, Anishininew, Dakota, and Dené, and the National Homeland of the Red River Métis.

We recognize and honour Treaty 3 Territory Shoal Lake 40 First Nation, the source of Winnipeg’s clean drinking water. In addition, we acknowledge Treaty Territories which provide us with access to electricity we use in both our personal and professional lives.
