Policies Development Procedures: Appendix D – Policy Framework

Phase 1: Pre-Drafting

Notification

  • Determine Need for Policy review
  • Owner names a Designate to shepherd the Policy development process

Planning

  • Designate prepare consultation plan

Issue Identification

  • Follow consulation plan to identify needs, gaps and issues

Phase 2: Creating Draft Policy

  • Designate creates draft policy and may seek input and assistance from Legal.

Phase 3: Consultations

Consult with Legal Team

  • Legal Team may carry out further research, identify legal gaps and make recommendations.

Consult with Stakeholders

  • Follow Consultation plan to engage in appropriately broad consultations.

Consult with Owner

  • Owner may consult with SLT if appropriate.

Incorporate Feedback

  • Designate takes feedback from all areas and incororates as appropriate into the draft until the Owner is satisfied.

Phase 4: Approval and Communication

  • Owner circulates final draft to SLT members at least two weeks before presenting at a meeting of SLT with a recommendation for approval
  • Approver reviews and approves or requests changes
  • Owner implements communication plan
  • Legal team posts Policy on Policy website
