Red River College has a responsibility to ensure students are aware of their program requirements, and to ensure students and graduates have not engaged — and do not engage — in behaviour that is harmful to the public.

Many RRC programs and student placement sites for practicum or work experience components require students to provide the following documents:

Process for Submission of Documents

  • PIVS, PCAR and AAR checks must be submitted to the program’s designated individual by the deadlines identified by the program. Failure to submit documents by the deadline date may prevent students from entering their practicum.
  • Students will not be eligible to enter their full-time Community Services or Nursing program, or attend their program’s practicum/workplace component until the required documents have been reviewed and approved.
  • Prior to their program start, students in some full-time programs will be required to complete and sign an Entry into Program without Submission of PIVS/PCAR/AAR Form, acknowledging they have been informed — and understand — that the content of the PIVS/PCAR/AAR checks may have implications on their ability to attend their program’s practicum/workplace component.

Nursing and Nursing LPN to BN Program

These checks are only valid for six months and should not be dated prior to March 1 of the year you are admitted to the program. Obtaining these checks usually takes anywhere from 6 to 12 weeks, therefore you must begin the process of obtaining these checks as soon as requested to do so by RRC.

Health Care Aide and Bridging Program for Internationally Educated Nurses Programs

Obtaining these checks usually takes anywhere from 6 to 12 weeks. Once you receive an offer of admittance to your program, you should begin the process of obtaining these documents to ensure you can submit them one month prior to clinical practice.

If you already have these checks, ensure they are not dated more than six months prior to your program start date. If your checks are dated earlier, you will be required to obtain new documents.

Registered Nurse Refresher Program

Obtaining these checks usually takes anywhere from 6 to 12 weeks. Ensure you begin the process of obtaining these documents early enough to submit them one month prior to clinical practice.

Police Information/Vulnerable Sector (PIVS) Check

  • A fee will be charged for all PIVS checks. This fee is the responsibility of the student/applicant. It is recommended students allow at least six weeks to process and receive their completed PIVS check documents. The time frame for processing may vary, and is beyond the control of RRC.
  • PIVS checks can be obtained through the City of Winnipeg Police Department, the City of Brandon Police Department, or a student’s local RCMP detachment.
  • An official PIVS check document will be provided to the student. The original document must then be sent to the program’s designated individual by the program deadline date, at which point it will be reviewed, documented as received, and returned to the student.
  • If the PIVS check is received later than the specified deadline, the student may be ineligible for the program or practicum/work placement.

Implications of a Criminal Record

In the event a student has a criminal record, it will be reviewed in relation to:

  • Whether the student is able to complete the requirements of their program and practicum
  • The program’s professional mandate to protect the public

The following will be considered in making this determination:

  • The nature of the crime/criminal record
  • The time frame of the record
  • The extent of the record and the number of convictions
  • The student’s record since the crime occurred
  • The rules regarding pardons under the Criminal Code of Canada

In the case of programs leading to the practice of Registered Nursing, the following factors will also be considered when reviewing an applicant/student’s criminal record:

The regulations of the Registered Nurses Act of Manitoba, Section 5(2) (d), requires all applicants for initial registration with the College of Registered Nurses of Manitoba to disclose “a conviction for an offence under the Criminal Code (Canada), the Controlled Drugs and Substances Act (Canada) and the Food and Drugs Act (Canada).”

If you have a conviction as described above, you may be unable to obtain a license as a Registered Nurse (RN), regardless of whether or not you successfully complete a nursing education program.

Processing of PIVS Documents

  • Under normal circumstances, the individual designated to collect and review documents will be the only RRC staff member to have access to them.
  • If the PIVS check document is clear, it will be recorded as received and reviewed, and the original will be returned to the student.
  • If the document is not clear, it will be forwarded for review to determine whether the document should be referred to the PIVS Review Committee.
  • Information of concern will be shared with PIVS Review Committee members if it is determined they should make recommendations on a student’s eligibility to take a program or participate in practicum/work experience components. This information will be shared with the committee in a blind review process, so the student cannot be identified.
  • Once the Review Committee has made its recommendations, the original documents will be returned to the student. The College will keep a copy of the documents on file for the duration of the applicable appeal periods. Once all appeal periods have lapsed, or a student’s appeal has concluded (whichever is later), the student’s documents will be destroyed in a secure manner.

Provincial Child Abuse Registry (PCAR) and Adult Abuse Registry (AAR) Checks

  • A fee will be charged for all PCAR and AAR checks. This fee is the responsibility of the student/applicant. It is recommended students allow eight to 10 weeks to process and receive their completed PCAR and/or AAR check documents. The time frame for processing may vary, and is beyond the control of RRC.
  • PCAR and/or AAR checks can be obtained through the Province of Manitoba.
  • An official PCAR and/or AAR check document will be provided to the student. The original document must then be sent to the program’s designated individual by the program deadline date, at which point it will be reviewed, documented as received, and returned to the student.
  • If the PCAR and/or AAR checks are received later than the specified deadline, the student may be ineligible for the program or practicum/work placement.

Implications of Being Listed on PCAR or AAR

Students who have been listed on the Provincial Child Abuse Registry and/or the Adult Abuse Registry will not be eligible to take programs offered by RRC’s Community Services or Nursing departments, or register for the practicum/workplace component of their program.

Failure to Disclose

Failure to formally disclose a charge or conviction of a criminal offence — or a listing on the Provincial Child Abuse Registry and/or Adult Abuse Registry — may invalidate a student/applicant’s admission to a RRC Community Services or Nursing program, or the student’s ability to complete their program.

Discovery of a student/applicant’s failure to disclose — either after being admitted to the program, or at any time during the program — will result in a review of the student/applicant’s status, and may result in dismissal from the program.

What Documents Are Required?

Students must send their PIVS, PCAR and AAR check documents (where required) to the contact person responsible for the program to which the student is attending.

Contact the program’s designated individual regarding deadline date and students must follow the submission deadlines of their program of choice.

Note: Documents must be dated within six months of the start of the practicum or work placement.
