Academic Program Delivery Guidelines Fall 2021/Winter 2022

Health and Safety Guidelines

Based on advice from the Public Health and their Provincial guidelines, all safety guidelines for on-campus delivery will remain in place:

  • Two-metre physical distancing on campus.
  • Masks will be required.
  • Other PPE will be used where physical distancing cannot be met.
  • Campus occupancy thresholds must be adhered to.
  • Other safety guidelines are met as per requirements.

Academic Delivery

Blended Learning

The College will move to increasing the delivery of programs through blended learning for the Fall term. Blended learning involves a combination of online and on-campus (face-to-face) delivery within a program. All public health guidelines must be followed when considering blended learning delivery.

  • All programs should have at least some on-campus opportunities for students based on the guidelines for essential and enriched learning outlined below.
  • Some courses will remain 100% online while a few may be delivered primarily face-to-face.
  • Program faculty need to collaborate to provide input on the learning outcomes in their program that would best be delivered on campus as opposed to purely online. This can be done by program and by student year in program.
  • Final decision making authority related to portions of programs that will be delivered on campus rests with Chairs/Deans and is subject to occupancy limits.

On Campus Hands-On Delivery Guidelines


Essential hands-on delivery will continue as per the direction for the Fall 2021 and Winter 2022 terms.

In-person delivery of courses or parts of courses is considered essential where:

  • The physical use of tools or equipment is required and alternatives are not possible;
  • Learning outcomes cannot be delivered in alternative forms, and the learning outcome is required for graduation, is a critical piece of the program, or required for accreditation;
  • Barriers to education exist that can only be addressed through in-person delivery;
  • External regulators require learning to take place on campus – as is the case in the Aerospace sector;
  • Programs are unable to run if they are not delivered with at least some on-campus activity based on the needs of students (low enrolment, signification retention concerns) and/or government regulation (such as IRCC regulations for International Students – see below).

If learning is deemed “essential” then it is required that all students be able to take part in face-to-face learning on campus. Requests for accommodation need to be considered on an individual basis.


In-person delivery of courses or parts of courses is considered enriched where:

  • The quality of student learning is enriched by face-to-face delivery, even though it is possible to deliver the same content in alternative format (e.g. online).
  • Rationale can include:
    • Improved student learning outcomes, particularly where face-to-face learning helps to reinforce applied learning.
    • Improved student retention particularly among at-risk populations.
    • Improved student wellness (i.e. physical and mental health) by fostering engagement between students, and between students and faculty.

If learning is deemed “enriched” students are not required to be on campus and must be provided an opportunity to meet the same learning outcomes through other means (i.e. virtually / online / through simulation, etc.). If students are required to be on campus, then the activity should be deemed “essential”.

Examples of types of enriched activities:

  • project or group work
  • hands-on practical work
  • demonstrating complex theoretical content that is limited due to online technology
  • role playing or simulation – e.g. student teaching practices
Other Guidelines for on-campus delivery
  • On-campus activity is limited according to the safety ratings of individual classrooms based on 2 metre distancing.
  • For timetabling purposes, Essential learning activities will be given priority.
  • All courses must be delivered within the normal term/semester length – terms will not be extended.
  • Timetabling should fall be 8am and 10pm, Monday to Saturday, with the exception of Friday evening.
  • Any requests for additional resources need to be vetted through the Chair and Dean.

Timetabling Recommendations

The goal is to optimize the time that faculty and students spend on campus during the term. Please consider the following:

  • Essential and Enriched program activities should be planned collaboratively. Please consider opportunities to sequence hands-on learning activities to minimize student travel during the day, throughout the week, and/or throughout the term.
  • Students should be kept in consistent groups or cohorts during on-campus activities.
  • It is not necessary to follow a traditional timetabling approach. If it makes sense to do on-campus activities more intensely – such as during a single week or multiple weeks during term – then please consider doing so.
  • Be creative in your approach to considering enriched activities and how these activities can be maximized on campus given public health guidelines. For example, is there an on campus activity that would help meet the learning outcomes of two or three courses in one activity? This may mean rethinking project work or new hands on learning activities to accomplish this.
Critical Dates

Fall timetables must be completed and entered into the timetabling system by March 22.

International Students

The Immigration, Refugees, and Citizenship Canada (IRCC) agency regulates international student study guidelines.

IRCC recently announced changes to ensure international students can continue to study online in their home countries until August 31, 2022 – extended from the initial April 30, 2021 deadline. International students can read more about these measures and the Post-Graduate Work Permit criteria on the International Education website.

Work Integrated Learning

Work Integrated Learning will continue as per the Fall semester. This activity is dependent on the ability of the industry or employer to meet all the necessary safety and health regulations and other guidelines for WIL placements.

Off-Campus Learning Activities

Off-campus activities will be permitted so long as they meet the following criteria:

  • Safety protocols for off-campus delivery are met
  • Must be approved by the Chair and the Director of Safety and Health Services

Exams and Assessments

Other on-campus activities, such as exam/test writing and practical hands-on assessments, will be permitted. These activities need to be time tabled as per other on-campus activities. Faculty should be encouraged to use alternative online testing modalities if available, due to space limitations and resource requirements for conducting on-campus assessments.
